First of all, if you live in California let me offer my sincere condolences. Certainly it is a great and diverse state from head to toe, but there is no other place in this great land that has been more aggressive at infringing our inalienable 2A rights that the state you call home. But hey, you are home to my beloved 1st Marine Division so you at least have got that going for you. However, if you are interested in owning and building your very own AR-15 you are going to have to jump through a few hoops. Know the Law and Beat the Law

An 80% lower is an AR-15 lower receiver that is only 80% complete. Not sure who named the 80% lower, but it’s pure genius. The beauty of this product is that until you finish the milling process on the lower that this thing is basically considered a big hunk of useless metal by the ATF. So buy as many of them as you want and have them shipped directly to your front door if you like.
Unlike in other states, if you live in California you must serialize any finished lowers. Specifically all home-built lowers need to have a serial number by January 1, 2019. In addition, California has recently passed a host of laws around registering “assault weapons” and they have clearly defined all the scary little features that go bump in the night.
